Goal of the changes was to shortten up the section. Do not
need to teach the class how to add a new project but focus
on what the Big Tent for OpenStack is.
With that goal in mind the following changes were made:
- Removed list of requirements to be an official project
- Removed discussion of DefCore
- Moved description of Core and Optional Services up
- Made exercises for finding the requirements to be a project
and to find what Tags are for projects
