f8a51b3e4f [ussuri][goal] Drop python 2.7 support and testing 
OpenStack is dropping the py2.7 support in ussuri cycle.

zaqar-ui is ready with python 3 and ok to drop the
python 2.7 support.

3414b95a16 Sync Sphinx requirement 
1. Sync sphinx dependency with global requirements. It caps python 2 since
sphinx 2.0 no longer supports Python 2.7.
2. Remove unncessary "=="

b5709b73b9 Remove mox3 from doc/requirements.txt 
Dependency for mox3 is fully removed. So this patch removes mox3
dependency from doc/requirements.txt

This should be cherry-picked into stable/rocky branch.

7f361343c8 Drop nose dependencies 
Horizon test setting no longer depends on nose and related stuffs.
This commit cleans up nose related dependencies.

The change was made in horizon Rocky-3,
so horizon 14.0.0.0b3 is required at least.

Also drops unnecessary Django dependencies. There is no need to
install Django explicitly as it is a horizon dependency.
