Setting the ephemeral disk to be remounted in the event that a rebuild would not have occured, in order to allow the upgrade sequence to bring the host back into a running state. Additionally record if the instance was rebuilt, and based upon that skip re-applying configuration files. Change-Id: I9c97f8c4d0a093c7129796de32eac3da65522319
